Do you believe that transparent ownership and government transactions are a major issue or are there other issues in public procurement that should be dealt with primarily?
I think that the greatest problem is the issue of efficiency of public funds management. Transparent ownership structure of suppliers is the way of increasing this effeciency (or reducing the scope for corruption). It is not, however, a complex solution to the problem. I think that the Czech Republic should create a comprehensive concept of public funds management and provide systematic support measures for all suppliers. The biggest concern lies in effectiveness, once the public procurement will be effective, the transparent ownership won´t be such an important issue.

Is it possible to exclude "innocent" bidders from requirements on transparent ownership?
It depends on the kind of the selected solution and who do you label as "innocent". I am inclined to think that clear general rules with minimum exceptions should be introduced.
