According to a survey conducted by the Ceske souvislosti server, the Government made personal changes (replacement of employees or elimination of a position) to almost all deputy ministerial positions and almost 60% of directors of sections and directors of departments positions at Ministries and the Office of the Government between January 2014 and January 2015 (the first year of the Government's term). The Ministry for Regional Development made changes to 85,7% of positions of directors of sections and directors of departments and 200% of deputy ministers (8 people on 4 deputy ministerial positions between 01/2014 and 01/2015). Ministry of Finance made changes to 85,4% of positions of directors of sections and departments, and replaced 3 out of 4 deputy ministers. The Ministry for Agriculture ranks 3rd with changes to almost 76% of positions of directors of sections and departments.
Observed from the perspective of political parties, the greatest number of changes were made by KDU-CSL (changes to almost 71% of top managerial positions in their competence, but the data do not comprise Vice-minister Belobradek's new team at the Office of the Government), followed by ANO (almost 64%) and CSSD (more than 46%, but the data include the Ministry for Foreign Affairs where the fluctuaction of diplomatic staff is high and often not politically motivated). The report states that CSSD is generally equally active in replacing staff on top positions at ministries and institutions in their competence.
The organisation that conducted the survey asked (based on the Act No. 106/1999 Coll. on Free Access to Information) all Ministries and the Office of the Government to report changes made to top managerial positions in the period between January 20, 2014 and January 20, 2015, and received response from all institutions.
