Good Governance: Private members’ bill on state service

The Government discussed the private members’ Bill on Civil Service on 21 August. The Bill amends the current Act on Civil Service (zákon o státní službě), those provisions that are not in effect respectively. The group of deputies that proposed the Bill reacts on the current situation when there is no state service act efficiently active. The Bill has been put forward as it could easily solve the current situation (amending the current Act instead of any attempts to pass the Bill on Civil Servants that proposed the government of Petr Nečas).

The oppositional deputies therefore aim at amending the current Act as it is the easiest and quickest way to persuade main principles of the Bill. The aim of the Bill is to stabilize civil service. The main principles of the Bill are to clarify the position of the Department of Civil Service (Directorate-General for Civil Service, an organizational unit of the Government Office) that should be responsible for career growth, evaluation, employment of civil servants (closing the Institute of Civil Service).
