Private member’s bill: public contracts register to be set up

On 23 January, the Committee of Civil Service and Regional Development has discussed the private members’ bill that should amend various Acts, primarily the Civil Code, the Act on Free Information Access and the Act on Public Competition (občanský zákoník, zákon o svobodném přístupu k informacím, zákon o veřejných zákázkách). The amendment introduces the contract register that should be set up. Any public contract should be publicized at the register, accessible on the internet. The aim is to simplify the public control of any public contract. The Act expects that the duty to publicize contracts will apply to any public institution (i. e. state departments) as well as to municipalities and regions. The proposer of the Bill argues that under current legislation the duty to publicize contracts is stipulated. Furthermore, municipalities usually publicize contracts as well. Therefore, the Bill deals only with a unified publication of contracts.
The Constitutional Committee has, however, proposed to postpone further deliberation of the Bill.
